AGRA: Across the eight districts of Agra zone, in just 90 days between January 1 and March 31, 129 rapes were reported. Districts like Aligarh (27), Mathura (26) and Agra (25) had the highest number of such cases, followed by Firozabad (19), Mainpuri (11), Etah (nine) and Hathras and Kasganj with six each.According to data available with police, out of the total 260 identified accused, 205 were found to be actual culprits but only 140 were arrested.Agra zone police also revealed that between January 2015 and November 2017, a total of 1,354 POCSO Act cases were registered in eight districts. Agra reported the highest number of 565 such cases, followed by Aligarh (300), Firozabad (262), Etah (203), Hathras (116), Kasganj (113), Mathura (59) and Mainpuri with six.On condition of anonymity, a senior psychologist of Institute of Mental Health and Hospital of Agra said, “In a majority of rape cases, where the survivor is a minor, the accused are close relatives, friends or neighbours. People who suffer poor self-esteem, frustration and have no feelings for others search for weak victims such as minors and target them. These offenders are not normal human beings. They are paedophiles.”Child rights activist Naresh Paras said, “In times such as today, parents should teach their children to say ‘no’. They should make children aware about what is good and bad touch. If the child learns these things, if any known person or others approach them in future, the child’s ‘no’ might make the offender think twice about committing the act.”Additional director general police, Agra zone, Ajay Anand said, “The majority of sexual offenders are relatives or acquaintances of the children and this fact is really sickening. I wonder, if women and children are not safe at home, then where will they be safe in our society.”
