District magistrate orders probe into overcharging at Common Service Centres

AGRA: A probe has been ordered by the district administration into complaints of overcharging by private operators at Common Service Centres (CSC) in the city. According to official sources, complaints have been made about these e-governance centres charging nearly 10 times more to process various government schemes and public utility services such as caste and income certificates. Centres are also not operating at their specified places and documentation of applicants is not being done. Up to Rs 250 is being charged for processing Aadhaar cards when government rules state that CSCs cannot charge more than Rs 25 for any service. They were also not provided any receipt.District magistrate (DM), Ravi Kumar NG, said, “We have received numerous complaints of overcharging and violation of norms by CSCs at several places.

There are around 750 CSCs operating across the city at present.The CSCs are a network of physical e-government centres in rural and remote areas for the delivery of essential public utility services and a host of social welfare schemes. The emergence of CSCs in 2006 meant an end to long queues in government offices. Village level entrepreneurs were roped in to provide G2C (government to centre) and B2C (business to consumer) services at a nominal rate to residents.Aggrieved locals have said that these centres were charging anywhere between Rs 150-250 for each application. They were also not provided any receipt.District magistrate (DM), Ravi Kumar NG, said, “We have received numerous complaints of overcharging and violation of norms by CSCs at several places. An investigation has been ordered into it. Those centers, against which complaints were found to be true, will have their licenses cancelled.”According to sources, a majority of the CSCs do not have notice boards mentioning the fixed charge for each service. Centres are also not operating at their specified places and documentation of applicants is not being done. Many of the CSCs have also accepted incomplete forms by applicants.
