No road cutting without NOC, orders admin

Agra: The Agra district administration has decided to not allow road cutting either by a government department or by a private agency without taking a prior no objection certificate (NOC) from a special four-member committee. After completion of work, required repairing work was not taking place. Often, in the name of development and infrastructural works, roads are cut and dug up. However, after the task is over, repairing work is not carried out, leading to damages to the road which often result in inconvenience to commuters and even accidents.Agra district magistrate NG Ravi Kumar has issued directives to 11 departments to not indulge in road cutting without prior permission or they may have to face punitive action.

Agra: The Agra district administration has decided to not allow road cutting either by a government department or by a private agency without taking a prior no objection certificate (NOC) from a special four-member committee. Often, in the name of development and infrastructural works, roads are cut and dug up. However, after the task is over, repairing work is not carried out, leading to damages to the road which often result in inconvenience to commuters and even accidents.Agra district magistrate NG Ravi Kumar has issued directives to 11 departments to not indulge in road cutting without prior permission or they may have to face punitive action. Officials said that the district-level committee which will provide NOC to state and private agencies will have four members — additional district magistrate (city), superintendent of police (city), additional municipal commissioner and executive engineer of construction wing of Public Works Department.On receiving an application, the panel will assess the applicant’s requirement for road cutting and will forward the request to the department concerned for road maintenance, local police and magistrate for approval. On the basis of their feedback, a final decision will be taken on NOC.The committee will have the authority to put terms and conditions while granting NOC and will also specify the duration of work and route diversion plan. It will ensure coordination among different departments so that road cutting work is done while following standard norms.“Complaints of unplanned road cutting had been coming. After completion of work, required repairing work was not taking place. This was resulting in accidents and major inconvenience to commuters. Now, all this will not happen. Strict action will be taken against those who indulge in road cutting without taking NOC from the committee,” DM NG Ravi Kumar said.The DM added that directives have been issued to Agra Development Authority, Agra Municipal Corporation, Awas Vikas Parishad, Jal Nigam, Public Works Department, Food and Civil Supplies, Pollution Control Board, BSNL and Jal Sansthan in this regard.
