Agra: Around 1.5 lakh degree certificates of students who graduated from Dr Bhimrao Ambedkar University four years back have not been issued. Even after much delay, the university administration has not been able to clear backlog of the past four academic sessions. In October 2018, university vice-chancellor Arvind Kumar Dixit and registrar KN Singh had declared that all the pending degree certificates of the session 2014-15 will be issued in the next three months. For the purpose, a target to issue 3,000 degree certificates every day was set. However, the target has not been achieved yet.Meanwhile, the online system of addressing students’ issues, including the issue of degree certificates and verification of marksheets, was introduced by the university administration on March 1, 2017 to ensure time-bound processing of issues. Even that hasn’t been very effective so far. The plan to digitalize records and issuance of degree certificates within 30 days of online application has not been implemented.Last year, to end pendency of application for degree certificates, university administration had planned to courier it to all the graduated students of the session 2014-15, who had not received it, to their address. After this, pending degrees of subsequent years were planned for issuance. The decision was taken as the university didn’t have a maintained record of applications.University administration had declared that students of the session 2014-15 will be issued degree certificates without any fresh application or charges. However, both application and charges were taken by employees of varsity’s degree section.2015 graduate Priti Goyal said, “I had first applied for degree certificate in 2016 but didn’t get it. The employees of the degree section didn’t provided a satisfactory answer concerning status of my application. In November 2018, I filed a fresh application. University administration had assured that it would send the degree certificate at home. I have not received it yet. They continue to mislead.”“Last year after completing MBA, I got an opputrtunity to work with a multinational company but they asked me to submit my degree certificate and gave me six months to do so. I have applied for my degree certificate twice but to no avail. I have been going to the university every other day to somehow get my degree,” said another 2015 graduate Rishab Sharma.University registrar KN Singh said, “We are working towards ending the pendency of degree certificates. The issues causing the delay in preparation and dispatch of certificates are being addressed. We have not dropped our plan of issuing 3,000 certficates on daily basis.”
