Wrong delivery of 13,565 parcels cost railways Rs 1 cr in just two months: CAG report

Agra: The wrong delivery of parcels has cost the railways dearly. Over-carried consignments not only result in additional handling of parcels and loss of freight but also reflect on the quality of services being provided by railways to customers. It also results in occupation of precious space in carriage vans which could be utilised for transportation of genuine cargo,” stated the report. Similarly, a parcel booked from Hyderabad to Mathura was over-carried to Hazrat Nizamuddin on June 7, 2015, covering an additional 134 km.“Such cases create distrust among customers and also lead to operational problems to the railway administration. In just two months, the exchequer bore loss of nearly Rs 1 crore, as scores of consignments were ‘over-carried’ up to 5,652 km, due to which the railways had to return the package to the booked destination without charging a single paisa.The fact was revealed in the latest comptroller and auditor general (CAG) report, which was tabled on Friday in front of public accounts committee constituted by the Parliament.The CAG report said, “An examination of 32 selected railway stations’ records for ‘over-carried’ parcels (when parcels are delivered to stations farther down the line than their booked destinations) for a period of two months (June 2015 and November 2015) revealed that railways had to re-send 13,565 over-carried consignments to their original destinations, which cost Rs 96 lakh, in sixteen railway zones across the country.”The report blamed the railway’s logistics management failure for low quality of services, causing loss to the exchequer and said, “Indiscriminate and haphazard loading at different stations, insufficient stoppage at destination stations, failure to load parcels in the order of delivery, shortage of porters at parcel offices and docking of trains (carriage vans) on the wrong side of platforms blocks the delivery of consignment at the booked station.”Giving examples of over-carried parcels, the report mentioned a motorcycle booked from the South Railways station of Habibganj to Agra Cantt was wrongly loaded in Hazrat Nizamuddin - Thiruvananthapuram Central Swarna Jayanti Express and the consignment was over-carried up to Thiruvananthapuram covering an additional distance of 5,652 km.
