NGT asks Aligarh authorities to conduct inspection of slaughterhouses, submit report in one month

Agra: Months after the National Green Tribunal (NGT) sought replies from Aligarh district magistrate (DM) Neha Sharma, the UP Pollution Control Board (UPPCB) and Central Pollution Control Board about two slaughterhouses discarding filth in drains here, the tribunal, on Thursday, directed Aligarh authorities to conduct inspection of the abattoir and submit a reply in one month. While disposing the case, the tribunal directed authorities to shut the slaughterhouse if they are found flouting environmental norms.The court was hearing a petition filed by Delhi-based environmentalist Shailesh Singh against the slaughterhouse situated at Talaspur Khurd under Koal tehsil of Aligarh. Singh had alleged that presence of the slaughterhouse was not only causing environmental pollution but had also made the lives of people living nearby miserable. He also said that by not taking any action against the erring slaughterhouse, authorities were abetting its illegal acts.In October last year, the district authorities had told NGT that no slaughterhouse will be allowed to operate in the state without having permission under the Water and Air Act, especially in areas such as Bulandshahr, Ghaziabad, Sambhal and Aligarh.While denying that any rule was broken, the DM stated that a joint inspection of the said establishments was carried out on August 1 and no animal flesh or any other animal waste was found near the units.DM Sharma had also submitted an inspection report to the tribunal in which it was stated that effluents generated from floor washing and other sources was being treated through ETP and discharged in drains that ultimately flows into the Yamuna river through Karvan river.Petitioner Singh had argued that the treated effluents should be used for irrigation purpose and not discharged in drain. “In April this year, the UPPCB had carried out an inspection of one of the units and issued notice for discharging treated effluent in the drain, among other violations. The DM’s report confirms this,” he said.Meanwhile, the UPPCB, in its reply, clarified that it had issued a show cause notice to one of the abattoirs located in Talaspur village in Koal tehsil on April 3, 2017 after finding that it was flouting pollution control norms. Another inspection was carried out on June 20 during which it was found that the slaughterhouse’s pollution control system was working properly. Subsequently, the abattoir had sought revocation of the show cause notice was sent to the UPPCB headquarters.
