Lacking quorum, UPPSC stops taking decisions

However, the department is yet to complete it, say officials.Following it, the most-awaited result of Provincial Civil Services (Mains) Exam-2016 is yet to be announced. A quorum of two members and chairman, UPPSC, is required for holding a meeting.Presently, there is only one member, Jairam Prasad Vaidya, left but he along with chairman Aniruddh Singh cannot take decisions regarding exams and interviews as meetings in the absence of quorum is considered null and void, say officials. The department of personnel and training had invited online applications from eligible candidates for selecting of members in April this year.The last date of submitting the form was May 25.

The UP governments department of personnel had started the process of filling the vacancies in April, but is still to complete it even after six months.The decision regarding holding the exams and announcement of results is taken by the committee. A quorum of two members and chairman, UPPSC, is required for holding a meeting.Presently, there is only one member, Jairam Prasad Vaidya, left but he along with chairman Aniruddh Singh cannot take decisions regarding exams and interviews as meetings in the absence of quorum is considered null and void, say officials. The tenure of three members - Sanjay Yadav, Syed Farman Ali and Sunil Jain - had ended on June 15, Anil Gupta retired on June 20, DC Mishra on August 31 and DP Dwivedi's tenure ended on October 16.As per rules, UPPSC member is appointed for six years or 62 years, whichever is earlier. The department of personnel and training had invited online applications from eligible candidates for selecting of members in April this year.The last date of submitting the form was May 25. However, the department is yet to complete it, say officials.Following it, the most-awaited result of Provincial Civil Services (Mains) Exam-2016 is yet to be announced. It could be delayed further due to absence of members entrusted with the responsibility of conducting the interviews.The other exams are assistant engineer/junior engineer exams-2013.The process for completing the evaluation of answersheets had expedited after a series of demonstrations but the announcement of results could be delayed.Secretary, UPPSC, Jagdish said, "The decision-making process has been stopped in the absence of members. We are hoping that the state government will soon complete the process of filling the vacancies."
