In view of the Jora Fatak railway tragedy that occurred last year, the Deputy Commissioner convened a high-level coordination meeting to discuss the issue here on Friday. Deputy Commissioner Shivdular Singh Dhillon said many Dashera committees celebrate the festival every year. The Deputy Commissioner said according to the direction of the Home Department, the committees should have an NOC from the district administration for organising a function. “We have adopted the single window system to issue NOCs. The organisers can apply for it seven days before any function. They have to apply for the NOC at the office of the Deputy Commissioner of Police (Law and Order). The office of the Police Commissioner will get all NOCs from all the departments concerned so that the organisers do not face any inconvenience,” said the Deputy Commissioner. The organisers have to get the NOC from all departments concerned, including the Municipal Corporation, Amritsar Development Authority, Railways, Canal Department, district education officers, Fire Department and Punjab State Power Corporation Limited. The system has also been implemented at the sub-divisional level. The organisers can apply for the NOC at the office of the Sub Divisional Magistrate. Not only for the Dasehra function, the NOC is now compulsory for shooting of movies, marathon race, religious and political functions. “The objective of this single window NOC system is to ensure the safety of the public. We urge the residents to cooperate with the administration and must get the NOC before organising any event,” the Deputy Commissioner said. Police Commissioner Sukhchain Singh Gill said, “We will issue the NOC as per the guidelines of the government.” He asked all departments concerned to appoint their nodal officers to respond within 24 hours on the application for an NOC. At the meeting, senior officers of all departments were present. At least 61 persons were killed and 72 injured on October 20, 2018, after a crowd of Dasehra revellers that had spilt onto the railway tracks while watching the burning of a Ravana effigy was run over by a train. The magisterial inquiry of the incident had recommended the single window approval system for organising such functions.
