Aurangabad: Yet another probe has begun in the excess depiction of affiliation fees worth Rs20.32 crore by the Dr Babasaheb Ambedkar Marathwada University (Bamu), raising hopes that accountability will prevail.It was the office of the Accountant General (AG), Maharashtra who had first raised suspicion over the sum in question way back in April, 2014. “The office of the AG had pinpointed the financial lapse way back in 2014 but no action has been taken against anybody so far. It is a very serious matter, which raises question marks over the functioning of the university, the office of the Chancellor and the state government as a whole,” he said.

The AG remark had stirred a major controversy within the university circle, following which a few inquiries were ordered at different levels.As these inquiries have remained inconclusive so far, the newly constituted management council of Bamu has decided to probe the matter afresh.The management council has set up a special panel, headed by one of its members Shankar Ambhore, to look into the related financial transactions.Ambhore said on Wednesday that he has asked the affiliated colleges to produce details of their financial transactions towards the payment of the affiliation fees between academic year 1998-99 and academic year 2012-13.“Needless to say, the sum of Rs20.32 crore is a huge amount and all concerned stakeholders must know where it went. The probe panels constituted earlier have failed to expose the culprit and attach the blame. We have taken fresh measures to dig deep and uncover the entire matter,” he said.The panel constituted by the management council has formed a uniform format for seeking the desired details from affiliated colleges. It asks for data such as type of college, stipulated affiliation fees, payment details as well as the related audit records of the institution.“It is suspected that the affiliation fees from the colleges reached the university but the money was not transferred into the official account. It could be the case that a section of colleges, in connivance with certain university elements, have manipulated the records and did not deposit their affiliation fees and yet managed to get the necessary clearances,” said Ambhore.Bamu, which has jurisdiction over Aurangabad, Jalna, Beed and Osmanabad districts, is one of the oldest universities in Maharashtra. It was established on August 23, 1958. While it currently has over 410 affiliated colleges, the number of such affiliated educational institutes till the year 2012-13 could not be ascertained.Student activist Tukaram Saraf said that a fair and transparent inquiry must be completed by the university without wasting further time. “The office of the AG had pinpointed the financial lapse way back in 2014 but no action has been taken against anybody so far.
