BBMP plans to wean itself off garbage contractors

Though there have been attempts to implement scientific disposal of garbage, the garbage mafia is not allowing the government to implement them. The Bruhat Bengaluru Mahanagara Palike (BBMP) has learnt the hard way that it cannot depend on garbage contractors who rent out transport vehicles for waste collection and disposal. Currently, the BBMP is dependent on contractors for the 450-odd compactors that are used to transport the waste. However, for now, it remains largely dependent on the contractors, as it does not have the vehicles required to transport the approximately 4,500 tonnes of waste that the city generates to landfills or waste processing units. Recently, the contractors went on a strike over a range of issues, including the BBMP’s failure to pay them over the last five months. The BBMP has decided to invest in auto tippers and other vehicles required to transport the city's municipal waste. That apart, it is also contemplating setting up transfer stations in 50 different locations across the city. These transfer stations will have containers where the auto tippers can dump segregated waste collected by pourakarmikas. Sarfaraz Khan, Joint Commissioner (Solid Waste Management and Health), BBMP told The Hindu that the containers in the transfer stations will ensure that no waste touches the ground, and is transported to landfills and processing centres seamlessly. The locations for these transfer stations have already been identified. Currently, the BBMP is dependent on contractors for the 450-odd compactors that are used to transport the waste. It stands to gain by investing in transfer stations, as the capacity of each container — nearly 20 tonnes — is more that of the compactors, which is around seven tonnes. ?60 crore project Mr. Khan said that each transfer station would be established at an estimated cost of ?1.1 crore. The total project cost is pegged at about ?60 crore. The BBMP is also proposing to purchase around 500 tippers. Currently, it spends around ?800 crore just to transport waste to the landfills and processing centres. By investing in auto tippers and containers, officials hope to bring down operating costs. Sources in the BBMP said that Deputy Chief Minister G. Parameshwara, who is also the city development minister, has given them the go-ahead for this project. “The BBMP will soon float tenders for setting up these transfer stations. We were waiting for the poll process to end," said Mr. Khan. CM blames garbage mafia Chief Minister H.D. Kumaraswamy blamed the waste collection mess in the city on the garbage mafia. Though there have been attempts to implement scientific disposal of garbage, the garbage mafia is not allowing the government to implement them. “The mafia needs to be tackled, and this will take some time,” he said.
