Afroz, the mechanic took the bike out for a ride and was caught by the Jalahalli traffic police Assistant Sub Inspector (ASI) at the Gangamma Road for not wearing a helmet. While he tried to defend that the bike did not belong to him and had only taken it out for a test ride, he was asked to pay the fine.Meanwhile, Puttaraju the ASI, checked who the bike belonged to and if it had any previous cases via the Personal Digital Assistants (PDA) machine. Puttaraju was shocked to see that the owner Kumar had 57 pending cases.Various offences such as riding without a helmet, jumping signal, wrong parking, speaking on the phone while riding were registered against Kumar. “The cases were from the year 2017, it was so shocking. About 31 cases were registered for not wearing helmet,” said Puttaraju.Puttaraju then called on to Kumar and made him clear the total fine of Rs 5,700.Speaking to BM Jalahalli traffic police inspector said, “The PDA machine will show all the offences of the vehicle once the vehicle number is entered. When in cases where the head constables and constable are deployed for traffic regulation, then they do not have the authority to fine the people. They can only note down the numbers and send it to the traffic police control room where the cases are registered. So during these times, the violators manage to escape. Or other times, when the ASI’s catch them they say they are out of cash.”
