Cow welfare gets app-dated in Congress-led MP

BHOPAL: Cow care is going hi-tech in Madhya Pradesh . The Kamal Nath sarkar is moving gau-healthcare and day-to-day care to an app that will link cow owners with animal husbandry officials and field teams.Senior officials sat through a presentation on the app on Thursday. "Through the app, the government will monitor all its plans and projects for cow protection. Apart from healthcare details, it will have realtime information on how many stray cattle were rescued from streets and shifted to cow sheds. We will set it rolling in less than a month," animal husbandry minister Lakhan Singh Yadav told TOI. It is expected to cut down on absenteeism in the department and make staff accountable.The Congress government is championing the cause of cow welfare and has increased cows' daily allowance by five time, launched a statewide drive to build gaushalas and is even mulling cow cess on luxury cars to fund its plan to build 1,000 cow sheds. The administration is looking for a way to monitor cows round-the-clock to ensure they are well fed and get regular health checkups.It's a gargantuan task. There are around 1,050 veterinary hospitals and 1,550 dispensaries, staffed by 1,500 doctors and assistants, to take care of anywhere 196 lakh cattle. As of now there is no system in place to verify how many cows have been treated, artificially inseminated, undergone surgery or are under medication, say officials. Once the app is in place, animal husbandry department officials will feed realtime information about day-to-day activities, which the authorities must verify.Every time a cow is brought to a vet, information regarding the nature of illness, place and line of treatment prescribed will be uploaded, along with the owner's contact number. Whenever the cow feeds or is gien medicine, the app will post a pop-up alert and senior officials can call up the owner to check if the information is correct. Officials said that tabs given to employees during cattle census earlier will be used for uploading real time information.In August 2017, Madhya Pradesh - then under the BJP government - became the first state to issue Aadhar numbers to cattle.On Friday, the government released the figures of compensation under revenue book circular (RBC). Of Rs 3,952.7 lakh, government sources said, Rs 2,226.8 lakh has been released to compensate farmers in Bhopal , Burhanpur, Seoni, Mandla, Shahdol, Sidhi, Dindori, Chhindwara, Umaria, Anuppur and Singrauli districts. Sources said the loss in Ratlam, Indore, Ujjain, Shajaur, Dewas, Harda, Sehore and Agar was less than 25% and hence their claims for compensation were rejected. In majority of the districts, the loss of vegetable crops, green peas and masoor was reported, while in Burhanpur, banana plantations were hit by ground frost.After completing the first task of farmers’ compensation, the government is focused on loan waiver promised in its manifesto. By March 1, the government plans to waive the agri loans of 25 lakh farmers.
