School education department to file caveat in MPHC before transferring surplus teachers

The state cabinet recently gave a nod to the state education department to recruit over 40,000 teachers. BHOPAL: The school education department has on Wednesday decided to file a caveat in the Madhya Pradesh high court , Jabalpur and HC benches in Gwalior and Indore before affecting large-scale transfer of teachers in the state. "This decision is important to us as we have an acute shortage of teachers in rural areas and at the same time we have many surplus teachers who can be accommodated in schools with shortage of teachers. "She said before the teachers move to court with any petition or plea to halt the transfer process, the state government will ensure there is no disruption. "The genuine objections will be resolved and the final list of teachers will be uploaded by April 30, 2017.

Department is trying to post teachers according to the sanctioned post in the government schools of the state.Principal secretary school education Deepti Gaur Mukherji said, "We will be filing caveat in the high Court that the department be heard if the court entertains any petition or plea challenging the government's decision of transferring surplus teachers to the schools facing shortage of teachers in rural areas."She said before the teachers move to court with any petition or plea to halt the transfer process, the state government will ensure there is no disruption."This decision is important to us as we have an acute shortage of teachers in rural areas and at the same time we have many surplus teachers who can be accommodated in schools with shortage of teachers. We don't want any kind of disarray in the process of transfer," Mukherji said.Asked about the number of surplus teachers to be transferred, she said there are around 27,000 excess teachers who are supposed to be transferred to schools having shortage of teachers. In this connection, Mukherji has issued necessary instructions to the commissioner public instructions DPI, commissioner Rajya Shiksha Kendra , commissioner Nagar Palik Nigam and chief executive officers of district Panchayats.The department has also fixed a time-table to ensure posting of surplus teachers which began on April 15 and will end on May 10. The process for the posting will be carried out online through the Madhya Pradesh Education Portal . According to the officials, the move aims to balance the pupil-teacher ratio in schools as mandated under the Right to Education Act, 2009.In order to implement the orders, officials have been asked to update the list of excess teachers on the education portal, the official website of the state education department. "The genuine objections will be resolved and the final list of teachers will be uploaded by April 30, 2017. The final posting of teachers will be decided through the process of counselling and the list will be uploaded on the online portal from May 6," The secretary further said.Meanwhile, for the past several years, the department has not recruited teachers. The state cabinet recently gave a nod to the state education department to recruit over 40,000 teachers.
