Vyapam scam: CBI to charge top med officials today

A copy of his statement was enclosed with the supplementary chargesheet filed by STF in PMT-2012 examination before CBI took over the probe in 2015.

Bhopal: CBI will submit chargesheet against former director of medical education (DME) S C Tiwari, former joint DME Dr N M Srivastava, former director of state's medico legal institute Dr D K Satpati and around 100 others — including directors and deans of private medical colleges — in Vyapam's PMT-2012 case on Thursday.Sources say those named in the chargesheet have been informed. Interestingly, many of those due to be named were let off by Madhya Pradesh special task force (STF) during its investigation into the infamous scam. Directors and dean of Chirayu Medical College, People's Medical College and L N Medical College and the directors of Index Medical College are among those likely to be chargesheeted by CBI, say sources. Many of the accused who have been included in the chargesheet have approached a special court seeking anticipatory bail.Vyapam had cancelled candidature of 286 MBBS students of 2012 PMT batch when STF was handling the investigation. The agency had a list of more than 701 candidates, who were kept under the scanner. A technical committee mapped the candidates' answer sheets, sitting position and an indication of identification marks on OMR answer sheets. After the month-long process, some 272 candidates were deemed to have fraudulently cleared the examination. CBI has maintained the STF's finding on the matter, say sources.Bhopal district court had granted anticipatory bail to chief minister Shivraj Singh Chouhan's former personal secretary Premchand Prasad and his daughter for their alleged role in manipulation of PMT 2012. Bail was granted on a personal bond of Rs 50 lakh each, and STF had not objected to their bail plea in court. Prasad's name was allegedly found in an excel sheet document recovered from the 'controversial' hard disk of Vyapam's chief system analyst Nitin Mohindra. There is no allegation of money being paid in Prasad's case.Former BJP minister Laxmikant Sharma's OSD O P Shukla had told STF during questioning that the minister had asked Dr Pankaj Trivedi to ensure his daughter clears PMT. The former minister had told the probe agency that if he could not get his daughter to clear PMT, there was no chance for him to get other examinees to clear the test, sources said.This is the second chargesheet to be filed by CBI in the Vyapam scam in less than a month. On October 31, the agency had chargesheeted 499 people — including three Vyapam officials, three 'racketeers', 17 middlemen, 297 solvers and beneficiary candidates and 170 guardians of beneficiary candidates — in a case pertaining to the 2013 pre-medical test. The chargesheet has triggered controversy because neither the accused nor the court knew charges were going to be filed. This time, CBI has informed the accused in advance.Modus operandiEngine and bogie system: A solver was strategically made to sit in front of the candidate who has paid, allowing him or her to copy from his sheet or exchange itManipulation of OMR sheets: Candidates who had paid were asked to leave their answersheets blank and were given high marks in the exam after collecting their copies under RTI or in the strongroom. As many as 23 students were accused of manipulating OMR sheets.
