Odisha transport department to introduce e-challans from November 1

The citizens now can pay all kind of motor vehicle related taxes, fees and fines through digital payment in the offices of state transport authority, RTOs and during checking by enforcement officials at the spot,” state transport commissioner Sanjeeb Panda told TOI.HDFC Bank’s regional head ( Odisha ) Debashis Senapati said that at least 162 point of sale (PoS) machines will be installed in the offices of state transport authority and regional transport offices throughout the state. “Our officers will now be able to know the antecedents of people, who frequently violate road rules. This will ensure transparency in collection of revenue,” said Panda, an IPS officer.The e-challan device has a feature to trace habitual offenders. All the enforcement officials like road transport officers, motor vehicle inspectors, traffic inspectors, junior motor vehicle inspectors and traffic sub-inspectors will be able to generate the VCR on the spot and collect the fine through PoS devices.“We will provide training to the enforcement officers on the usage of the PoS devices. The e-challan device will feed details of the persons, who would be fined.

BHUBANESWAR: The transport department has decided to introduce e-challan system across the state from November 1, doing away with the existing practice of giving hand-written receipts to violators of motor vehicle (MV) and road safety rules.The regional transport offices (RTOs) too have been asked to collect all motor vehicle related taxes through credit and debit cards.“We have signed an agreement with the HDFC Bank for e-collection of motor vehicle related revenues. The citizens now can pay all kind of motor vehicle related taxes, fees and fines through digital payment in the offices of state transport authority, RTOs and during checking by enforcement officials at the spot,” state transport commissioner Sanjeeb Panda told TOI.HDFC Bank’s regional head ( Odisha ) Debashis Senapati said that at least 162 point of sale (PoS) machines will be installed in the offices of state transport authority and regional transport offices throughout the state. The bank will also supply 195 mobile e-challan devices to all the enforcement officers of the transport department.The mobile e-challan device has been integrated with SARATHI and VAHAN (dedicated web-based applications of ministry of road transport and highways) database to generate the vehicle checking report (VCR) of violators on the spot. All the enforcement officials like road transport officers, motor vehicle inspectors, traffic inspectors, junior motor vehicle inspectors and traffic sub-inspectors will be able to generate the VCR on the spot and collect the fine through PoS devices.“We will provide training to the enforcement officers on the usage of the PoS devices. They have been strictly asked not to generate VCR through hand-written receipts. People can still make payment by cash. But the VCR will be generated through the e-challan device. This will ensure transparency in collection of revenue,” said Panda, an IPS officer.The e-challan device has a feature to trace habitual offenders. “Our officers will now be able to know the antecedents of people, who frequently violate road rules. The e-challan device will feed details of the persons, who would be fined. Habitual offenders would be imposed with heavy fine,” Panda said.
