Odisha govt seeks early release of central assistance for 'Titli' relief and restoration

BHUBANESWAR: The state government on Friday urged the Centre to release Rs 390 crore as second installment of the State Disaster Response Fund (SDRF) to take up the relief and restoration works in Titli and subsequent flood affected regions.The issue was discussed during the meeting of the central team that visited the affected areas in Ganjam and Gajapati district with state government officials here at the state secretariat.“The Centre is supposed to release the second instalment of the SDRF in December. We have requested the Central team to release the amount in advance,” chief secretary A P Padhi told reporters here after the meeting.The chief secretary has already taken up the issue with Union home secretary Rajiv Gauba.Sources said the Centre and state share to the SDRF is 90:10 per cent respectively.With an opening balance of over Rs 1363 crore (unspent amount from previous years) by beginning of the 2018-19 financial year, the SDRF had Rs 1796 crore with Rs 432 crore allocation for the current financial year.Sources in the special relief commissioner (SRC) office said the state government has already spent Rs 1525 crore for Titli relief and restoration works from SDRF.“We have urged the Centre to release the second instalment in advance as the available fund in SDRF has almost exhausted,” said a SRC office said.Regarding state’s demand of fund from the National Disaster Response Fund (NDRF), SRC Bishnupada Sethi said they have urged the central team for early release of NDRF fund.Sethi said the state government estimated that an amount of Rs 2779 crore will be required for complete relief and restoration of properties damaged in the cyclone and subsequent flood.In the memorandum submitted to the Centre seeking NDRF fund, the state government has sought an assistance of Rs 2000 crore, official sources said.
