Now learners licence just a click away

They are no more required to visit RTOs to get their LLs. The regional transport offices too have been asked to collect all motor vehicle related taxes through credit and debit cards.

BHUBANESWAR: If everything goes as planned, people need not run around the regional transport offices (RTOs) to obtain their learner's licence (LL). The transport department has decided to launch an online system in which applicants can download the LL copy from a dedicated web portal of the ministry of road transport and highways.At present, though the applicants apply for the licence online they are required to visit the RTOs to collect their LL."We have decided to minimise the pain of the applicants. They are no more required to visit RTOs to get their LLs. We will upload their LLs on a website from where they will download the copy," state transport commissioner Sanjeeb Panda told TOI. While the applicants now pay Rs 20 to get a copy of the LL, they can download it for free. To ensure transparency and prevent duplicity, the computer-generated LL will have a QR (quick response) code. During checking, enforcement officials can scan the QR code and verify authenticity of the LL.According to the existing practice, LL is issued to applicants after they submit their documents on www.parivahan.gov.in/sarathiservice13 and later attend a theoretical online test at the RTOs on their chosen dates. Subsequently, the LL holders are supposed to undergo an actual driving test within six months and get driving licence (DL). The DL is despatched to the houses of applicants by the RTOs. Every year, the transport department issues nearly seven lakh DLs."We have also decided to stop asking LL holders to visit RTOs again to get photographed for grant of final DL. Since RTOs click photos of applicants before issuance of the LL, there is no need to call them for second time before issuing them the final DL. Our purpose is to ensure hassle-free delivery of services," Panda said.From December, the transport department has decided to introduce e-challan system across the state, doing away with the existing practice of giving hand-written receipts to violators of motor vehicle (MV) and road safety rules. The regional transport offices too have been asked to collect all motor vehicle related taxes through credit and debit cards. "We have already signed an agreement with the HDFC Bank for e-collection of motor vehicle related revenues. The citizens now can pay all kind of motor vehicle related taxes, fees and fines through digital payment in the offices of state transport authority, RTOs and during checking by enforcement officials on the spot," Panda said.
