Increase in corruption cases in 2018: Report

BHUBANESWAR: Continuous crackdown on corrupt public servants and awareness campaigns failed to check corruption in the governance as the vigilance directorate registered 182 trap cases in 2018 as against 161 such cases in 2017, recording a rise of 13 per cent.According to the annual report released by the vigilance, the 182 trap cases were registered against 195 persons, including 192 public servants and three private persons. Strengthening the prosecution system to increase the rate of conviction is a priority area,” Panigrahi said. “We also continue to stress on registration of high value DA cases.

The accused included 12 Class-I officers, 10 Class-II officers and 161 Class-III employees of different government offices, the report said.Value of the property detected through registration of disproportionate assets (DA) cases too witnessed a rise in 2018 compared to 2017, if the statistics are any indication. While a total of 98 DA cases resulted in the detection of around Rs 94.25 crore of ill-gotten assets last year, the amount stood at Rs 67.30 crore in 2017, recording a rise of 40 per cent.Vigilance director Debasis Panigrahi said the major focus for the vigilance is on registration of trap cases against public servants, who demand bribe during delivery of basic public services to the people and implementation of development and welfare schemes. “We also continue to stress on registration of high value DA cases. Strengthening the prosecution system to increase the rate of conviction is a priority area,” Panigrahi said. According to the annual report, the percentage of conviction in 2018 stood at 51.4 per cent as against 47 per cent recorded in 2017. During 2018, a total of 20 Class-I officers were convicted as against seven Class-I officers convicted during 2017.To enhance the professional skills of vigilance sleuths, the state government recently established vigilance academy here. The vigilance officials will undergo training in cyber forensics, cellphone forensics, transactions in financial markets and by non-banking financial institutions, use of advanced technologies and social media at the academy. The academy will host interactive session with experts of various investigative and enforcement agencies like central bureau of investigation, enforcement directorate , income tax, financial intelligence unit, directorate of revenue intelligence and serious fraud investigation office.
