BHUBANESWAR: The regional transport offices (RTOs) across the state are all set to update the existing Vahan-2 web-based application of vehicle registration to Vahan-4 version . The updated application , launched on a pilot basis at the RTO in Cuttack last month, will ensure e-payments of taxes, fees and uploading of all scanned documents to a centralised server. At present, almost all registration procedures take place manually and the office keeps all records on paper, which consumes time and space. Vahan-2 allows only payment of taxes online. The purpose of the updated application is to automate the entire RTO operations related to vehicle registration, permit, taxation and enforcement in the country. Vahan-4 is designed to create a centralized database for all RTOs across the country to enable sharing of information."In Vahan-4, we have started offering a host of online services like transfer of vehicle ownership, temporary registration, cancellation, hypothecation cancellation and endorsement, fitness certificate, tax payments, registration, issuance of NOC, conversion and alternation of vehicle related documents," regional transport officer (Cuttack) Dipti Ranjan Patra told TOI.Patra said the Vahan-4 will check registration of fake or stolen vehicles. "We can map the registration from the manufacture level to RTO level. Dealers can submit documents like identity cards, fees and taxes of customers to us through the online gateway," he said.Regional transport officer (Bhubaneswar-II) Sanjay Kumar Behera said his office will soon shift to the latest version of the web-based application. "We are in the process of uploading the new version of the application for the convenience of citizens. People need not visit RTO office to take forms for different purposes and to pay fees or taxes," Behera said.In September 2015, the state government made it mandatory to introduce online transactions at RTOs across the state following complaints of cash mismanagement through the manual process.
