Dhal Samant alleges torture in jail, NHRC seeks report

BHUBANESWAR: The national human rights commission (NHRC) on Thursday sought a report within eight weeks from directorate of prisons following allegation that under trial prisoner Sushil Dhal Samant was physically and mentally tortured at Balasore district jail.The commissionerate police had on January 29, 2016 arrested Sushil along with his brother Sushant on a series of charges, including murder, extortion and tender mafia. While Sushant has been cooling his heels in Jharpada special jail here, Sushil was shifted to Balasore jail a few months ago.Their father Saroj Dhal Samant had last month moved the NHRC, alleging that Sushil underwent physical and mental torture in the judicial custody. "My son is suffering from high blood pressure. But the jail authorities have all along neglected his health. They are torturing him mentally and physically. It is a clear case of human rights violation," said the petition. "Let the law take its course. But my son's human rights should be protected. He should not be denied better treatment outside the jail. The jail authorities shifted him from Bhubaneswar to Balasore under political pressure. Since I am old, I am unable to travel to meet him," the petition read.The prison authorities denied the charges. "Sushil Dhal Samant is fine. There is no threat to his health. We never ill-treat any under trial prisoner or convict. The allegations are baseless. We will inform it to the NHRC," said a senior officer in Balasore jail.The enforcement directorate recently attached properties of Dhal Samant brothers worth nearly Rs 8.2. The attached assets included a palatial building in Cuttack, Rs 3.49 crore bank deposits and Rs 3.62 crore cash recovered during raids at their houses in Bhubaneswar and Cuttack by the commissionerate police.The Cuttack police earlier seized a fleet of luxury cars and Rs 3.62 crore cash from the duo. Police said the duo amassed huge unaccounted money through extortion and tender fixing. The income-tax department earlier also probed the sources of the duo's wealth.
