NGT orders govt to construct waste management plant for Angul town

BHUBANESWAR: The National Green Tribunal (NGT) has directed the state government to construct solid waste management plant for Angul town at Talamula Sasan village in Angul district within 12 months. It directed the state government to sanction fund for construction of the waste management plant. Later the tribunal had asked to arrange alternative land for dumping and setting up of a plant. The case was disposed of after hearing both the parties, said petitioner's counsel Sankar Prasad Pani.The petitioner had prayed before the tribunal about the shoddy management of solid waste materials in Angul town. But the municipality informed the court that the garbage could not be removed because of stiff resistance from local villagers at dumping site.

BHUBANESWAR: The National Green Tribunal (NGT) has directed the state government to construct solid waste management plant for Angul town at Talamula Sasan village in Angul district within 12 months. It also asked the Angul Municipality to build boundary wall of the plant within three months and file interim report on the issue on November 15.The tribunal passed this order on July 14 after hearing a petition filed by Angul resident Rabindra Prasad Pattnaik on March 9, 2016. The case was disposed of after hearing both the parties, said petitioner's counsel Sankar Prasad Pani.The petitioner had prayed before the tribunal about the shoddy management of solid waste materials in Angul town. He had opposed the mindless dumping of municipal wastes by the urban body within residential areas (near ward number 1 and 18) without treating it in a scientific manner. He had prayed before the NGT to direct the state government, municipality chairman and other authorities to set up dumping yard, waste treatment plant and sanitary land fill for proper management of waste.The NGT on March 15 last year had directed the Angul Municipality to remove the garbage from Ward No. 1 and 18 and file the compliance report. But the municipality informed the court that the garbage could not be removed because of stiff resistance from local villagers at dumping site. Later the tribunal had asked to arrange alternative land for dumping and setting up of a plant. On October 3 last year, the district collector told the court about identification of a suitable land of 8 acres at Talamula Sasan near Angul town.Finally on July 14, the NGT bench consisting of SP Wangdi and Prof PC Mishra disposed of the case by passing seven directions. It directed the state government to sanction fund for construction of the waste management plant. It also asked the SP (Angul) to provide necessary assistance to the municipality for unobstructed discharge of their responsibility during construction.The tribunal even asked the municipality to dispose the garbage at a suitable site until completion of the plant and ensure compliance of the Solid Waste Management Rules, 2016.
