A year on, UT continues to drag its feet on motorcycle-taxi policy

CHANDIGARH: While the state transport authority (STA) had prepared draft policy for aggregators offering motorcycle-taxi service in the city more than a year ago, the UT administration is yet to take a final decision on the issue.A senior official of the UT administration said that the transport department would soon hold meetings with companies that were willing to start the bike-taxi in Chandigarh. The final call on the policy would be taken only after the meeting, he added.The transport department had earlier asked the authority to incorporate speed governance clause in the policy for ensuring safety of the passengers. However, the STA later had clarified that speed governors could not be installed in bikes.On the direction of the transport department, the STA had made mandatory for aggregators to provide shower caps for ensuring helmet hygiene.In the draft policy, the state transport authority has also added the clause of employing female drivers. Also, special emphasis has been laid on passenger safety. To track movement, each bike must be fitted with a tracking system and aggregators will be required to set up a roundthe-clock call centre.The STA will issue contract carriage permit to bikes and will fix the fare to provide people with a viable option.According to the draft policy, drivers must not have been convicted in the past seven years and should have licences to drive light motor vehicles (LMV). The service provider will thoroughly check the antecedents of all drivers, who must be residents of Chandigarh or neighbouring states for the past one year. Not more than one pillion rider will be allowed and helmets will be provided for them.Vehicles will be fitted with a first-aid box and should meet the emission standards as laid down from time to time. Also, the vehicles will not be allowed to carry dangerous and hazardous goods as specified under the Central Motor Vehicles Rules.
