(Representational) The Punjab and Haryana High Court on Wednesday issued a notice to the Union Territory Administration, taking a note of a petition alleging that it has failed to enforce the rules of noise pollution regulation and control in the city, especially in silence zones like Sectors 1, 12 and 14. The division bench of Chief Justice Krishna Murari and Justice Arun Palli will hear the matter on Thursday morning. The plea, filed by a city resident, seeks directions for curbs on the violations and interim stay on the use of amplified devices in the silence zones. “Various Functions/programmes/activities are being organised in and around Sukhna Lake which has been categorized as Silence Zone. Chandigarh Administration and the responsible bureaucrats are intentionally and knowingly in connivance with each other, violating the Noise Pollution Rules, 2002,” the plea reads. The petitioner particularly has made a mention regarding the functions being organised at Lake Club and alleges that all the conditions under the Noise Pollution Rules are being violated by the organisers by using heavy lights and voice-amplified systems. Stating that the police had removed an amplification system from Chandigarh Literary Festival last year as it was allegedly installed without any permission, the petitioner mentions in her plea that now International LitFest is being organised on November 17 and 18 at Lake Club, despite the area being a silence zone. The permission for the latest programme has been granted by Chandigarh Sports Council without mentioning statutory conditions, the petitioner alleges, adding that a light-laser and sound show on the eve of Diwali was also organised without adhering to the rules meant for the Notified Silence Zone.
