Cattle still out, no fines paid in Mohali

MOHALI: Even as the stray cattle menace continues to haunt the tricity, the authorities have failed to provide a viable action. This move would end the stray cattle menace in Mohali, he believed. Despite such incidents, herds of cattle are still seen roaming on the roads and streets of Mohali and Panchkula resulting in traffic chaos causing fatal accidents. The cattle owners flouted the norms with impunity, letting their animals loose on the roads at night.Mayor Kulwant Singh said the local body department has agreed to the decision of increasing the penalty fee. As per the decision, the cattle owners will also have to pay Rs 500 per day, the amount spent on feeding the animal at a cattle pound till its release.As per the officials of Mohali and Panchkula civic bodies, the cattle owners did not fear the small amount of penalty fee.

MOHALI: Even as the stray cattle menace continues to haunt the tricity, the authorities have failed to provide a viable action. Even the proposal of imposing hefty fine remain on papers and Panchkula has repeatedly failed to end the menace despite many announcements.Recently, a 25-year-old youth lost his life while his uncle sustained minor injuries when a stray cattle collided with his motorcycle near Jashan Dhaba at Chandigarh-Ambala highway on December 7. Despite such incidents, herds of cattle are still seen roaming on the roads and streets of Mohali and Panchkula resulting in traffic chaos causing fatal accidents. To curb the menace, the Mohali municipal corporation had decided to impose a fine of Rs 20,000 on owners, who set free their cattle to roam on roads.The civic body had decided to increase the fine fourfold from Rs 5,000 to Rs 20,000 in its house meeting held in the month of September. As per the decision, the cattle owners will also have to pay Rs 500 per day, the amount spent on feeding the animal at a cattle pound till its release.As per the officials of Mohali and Panchkula civic bodies, the cattle owners did not fear the small amount of penalty fee. Earlier the owners had to pay Rs 5,000 and Rs 100 for feeding the animal if their cattle is found roaming on the roads in Mohali.On the pattern of Mohali, Panchkula municipal corporation, Panchkula had also decided to increase the fine fivefold from Rs 5,000 to Rs 25,000. According to the civic bodies, the villagers leave their horses, cows and buffaloes in open throughout the day and take them back during the evening. Locals said that horses, cows and buffaloes remain on the roads for hours creating problem for the passerby's especially children and old persons. Executive officer (EO) of Panchkula MC, Jarnail Singh said they had decided to increase the penalty fee but the decision is yet to be finalised.
