He said: “The decision to impose a ban on holding rallies except at the Sector 25 rally ground under Section 144 was taken at a meeting with UT Administrator and Punjab Governor Badnore on July 19 two days after the motor market violence on Saturday.” “How the order is dated July 14 and effective from the midnight of July 19 well after the date of incident. Why order dated July 14 is made applicable from next week on Monday night well after newspapers reported violence on Sunday?” he asked Garg said: “Doesnt it appear backdated and the DC office should clarify whats the practice of issuing orders under section 144?” Mishra often wanders around the rally ground to keep an eye on the government property. Hes quick to point towards rusty iron sheets which cover a section of the ground. “This shed was to last long at least for a period of 20 years said those who made it maybe five years ago. The worst awaited us a few metre away from the fallen shed the filthy toilets sans doors and windows. Floors with rags mud garbage and faeces greet you at the entrance. “All the lights taps and even the doors have been taken away. At night this place is a nightmare.
