CHANDIGARH: Three Lok Sabha and Rajya Sabha MPs have written to Prime Minister Narendra Modi for a CBI probe into what they call as a "multi-crore penalty scam" run by the Chandigarh Union Territory administration.The MPs have al leged that the officials are sending notices of hefty penalties for illegal changes made in residential and commercial buildings and keeping the notices in abeyance for years.The letter, written by Rajya Sabha MPs K T S Tulsi and Partap Singh Bajwa, and Lok Sabha MP Ravneet Singh Bittu , has also been sent to Lok Sabha Speaker Sumitra Mahajan , Union home minister Rajnath Singh and Chandigarh administrator V P Singh Badnore. It also says that if the penalty amount has to be increased, the Act has to be mandatorily amended by Parliament.The Chandigarh administration notified the Chandigarh Estate Rules in 2007 allowing it to raise the penalty from Rs 10 per square feet per day to Rs 500 per square feet without amending the Act.The letter further reads, "the corrupt officials of the estate office of the Chandigarh administration have begun to demand fixed monthly sums from the owners, and in the event of the owners not conceding their illegal demands, they send repeated notices multiplying the penalty rates. "The modus ope randi employed by the officials of the estate office of the Chandigarh admi nistration is that they initially send notices imposing exorbitant penalti es (contrary to the Capital of Punjab (Development and Regulation) Act, 1952) and thereafter selectively keep the notices in abeyance by extracting money from hapless ow ners and residents who are left with no option but to concede to their illegal demands," reads the letter, a copy of which is with the TOI.Reacting to the MPs' al legations, Chandi garh deputy commissioner Ajit Balaji Joshi said, "I have not received any complaint on this issue so I cannot comment without going through the complaint.
