At least 49% of families in the city still depend on rental housing contributing to a dip in unoccupied houses, according to data compiled by urban development experts associated with the drafting of the housing and habitat policy. “Tamil Nadu has the lowest percentage of unoccupied houses in the country,” said an official. The Draft Tamil Nadu Combined Development Regulation and Building Rules, 2018, has offered additional Floor Space Index for increasing the affordable housing stock. The housing and habitat policy also aims at amending development regulations to promote affordable housing and improving infrastructure in urban areas. The percentage of unoccupied houses in Tamil Nadu is only about 3%.

The State is expected to adopt the policy to facilitate housing for all. According to senior officials of the Housing and Urban Development Department, just 3% of the houses in the State remain unoccupied as most of the people are prepared to “make a rent decision” rather than buying a house. “Tamil Nadu has the lowest percentage of unoccupied houses in the country,” said an official. The percentage of unoccupied houses in Tamil Nadu is only about 3%. Nationally, the percentage is 9%. The housing and habitat policy also aims at amending development regulations to promote affordable housing and improving infrastructure in urban areas. As a result, the State government has taken initiatives on amending various aspects of regulations relating to urban planning and development. The Draft Tamil Nadu Combined Development Regulation and Building Rules, 2018, has offered additional Floor Space Index for increasing the affordable housing stock. Pointing to the recent initiatives of the State government, urban planning expert N. Mathavan said the Draft Tamil Nadu Combined Development Regulation and Building Rules, 2018, seeks to increase the Floor Space Index from 1.5 to 1.75, promoting affordable housing projects. “Experts feel that the increase in FSI may reduce the price of flats. But precaution has to be taken on aspects relating to disaster prevention,” said Mr. Mathavan . On Thursday, Metro Flat Promoters Association demanded that the government offer 1.75 FSI for roads with a width of less that 30 feet, allowing stilt plus three floors for roads with a width of more than 20 feet. “The proposed increase will not serve most of the people as 65% of the roads are less than 30 feet. Additional FSI for 20 feet roads will benefit the lower income and middle income group who are yet to buy a house,” said Mani Shankar, secretary of the association.
