As people had seen him along with a tax officer, they did not suspect the fraud.
Preliminary inquiries revealed that the suspect had earlier cheated other traders in the neighbourhood.Gopal had worked as an assistant to a commercial tax officer, and retired three years ago.
Since then, Gopal roamed around targeting shops and traders at Anderson Street, Malaiya Perumal Street and other areas demanding bribe from them.
