'Why is licence a must to buy vehicle in TN'

CHENNAI: Can a person without a driving licence purchase a vehicle in his/her name? Not in Tamil Nadu. The regulation is an inconvenience, as people might want to buy vehicles in their name but choose to have a driver. Similarly, Regional Transport Offices (RTOs) in Tamil Nadu demand copies of PAN cards even to buy two-wheelers that cost less than Rs 1 lakh — the expense cap beyond which the document is mandatory. Activists and consumers have been urging the government to get rid of these two anomalies.The set of rules that paved way for the anomalies were introduced by the state transport department in September 2018 and stated that automobile dealers would either be imprisoned for three months or fined for delivering vehicles to people who do not hold valid licences.The rule, however, has perplexed vehicle owners who don’t have driving skills, and has left them feeling handicapped. “Does this mean I can’t buy a car,” asked A Sangeetha, from the city. Such vehicle owners would employ drivers, which the rule doesn’t take into account.Like consumers, automobile dealers too questioned the legality of the amendment. If so, it would have been included in form 20 (application for registration of vehicles printed based on MV Act),” he added. Dealers fear that their sales would reduce further due to the rule.In response to the queries, senior transport department authorities justified the amendment by citing Section 180 of the said Act, which does not permit owner or in-charge of a vehicle, to allow other persons without a licence to drive a vehicle.Recently, a glitch in the issuance of smart licences, where smart cards carried addresses of driving schools and not that of the individuals, was taken to court.
