CUTTACK: The Odisha Human Rights Commission (OHRC) has directed the state government to submit a factual report on the development work carried out in Kotia gram panchayat in Odisha 's Koraput district. The commission has directed the revenue divisional commissioner (southern range) and collector of Koraput to submit a detailed report in this regard within four weeks. The next hearing of the petition is fixed on March 20.The direction came in response to a petition filed by human rights campaigner Akhand alleging that even after 70 years of independence, the villagers in Kotia gram panchayat in Pottangi block in Koraput are deprived of basic facilities. There are 21 villages in Kotia gram panchayat and governmental developmental programmes and schemes are yet to reach them. Highlighting their plight, the petitioner has alleged that due to apathy of the Odisha government, the people are looking at Andhra Pradesh government for help.Akhand has alleged in his plea that except distributing voter identity card and Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) job cards, the Odisha government has not carried out any developmental work in the region. The villagers have no access to good roads, electricity or school. While the state government has failed to open an anganwadi centre or a primary school in the area, the job card has become useless as people are not provided any work under MGNREGS.The petitioner further contended that villagers have approached the block administration several times for construction of road and provision of drinking water and electric facilities, but it was of no avail.“Taking advantage of the apathy of the district administration, Andhra Pradesh officials are carrying out developmental activities in the gram panchayat. This is not proper,” said Akhand.
