CUTTACK: Implementation of the Integrated Solid Waste Management Project of Cuttack Municipal Corporation (CMC) has got stuck in the the model code of conduct - in force since March 10 for the Lok Sabha and assembly elections. "The project which has been already delayed due to cancellation of tender, was planned to be implemented from the start of 2019-20 financial year. And that cannot be undertaken till May 23 as the model code of conduct for the Lok Sabha and assembly elections will remain in force till then.

CUTTACK: Implementation of the Integrated Solid Waste Management Project of Cuttack Municipal Corporation (CMC) has got stuck in the the model code of conduct - in force since March 10 for the Lok Sabha and assembly elections."The project which has been already delayed due to cancellation of tender, was planned to be implemented from the start of 2019-20 financial year. But now the revising process or re-tendering for executing it will be delayed because the model code of conduct is in force," an official source said.The project envisaged a crucial set of reforms to streamline garbage collection and disposal in the city by way of awarding contract to a private party. Under the project, besides garbage collection and disposal, the civic body had plans to include GPRS tracking system, biometric attendance system, mechanized sweeping and a new set of regulations for better segregation and disposal of waste.As the state government rejected the earlier tender, the notification inviting tenders was cancelled by the municipal corporation on November 27 last year. The government had since constituted a committee and asked the civic body to re-frame the request for proposal (RFP) for the re-tendering process.Municipal commissioner Sarat Nayak said, "As things stand today, the project cannot be implemented without inviting revised tenders for executing it. And that cannot be undertaken till May 23 as the model code of conduct for the Lok Sabha and assembly elections will remain in force till then."He added, "After starting the necessary revision process on May 24, we expect to complete it and be ready for implementation of the project in less than two months' time."Implementation of the project had become extremely vital as ad-hoc arrangements for over two years had resulted in unprecedented chaos in garbage collection and disposal in the city.Official records indicated that the municipal corporation's five-year contract with Ramky Enviro Engineers Limited of Hyderabad for garbage collection and disposal in the city had expired in April 2016.After expiry of the contract, the CMC had continued with the same contractors on a monthly basis. But Ramky stopped garbage collection and disposal work from April 2 last year.
