6 Odisha jails found overcrowded, HC directs govt to decongest them amid Covid-19 scare

The Odisha High Court has ordered the Odisha government to formulate a plan to decongest these jails. The high court said there is a serious threat to the health and safety of these prisoners amid the Covid-19 outbreak.

Concerned over the number of overcrowded prisons in some districts of the state, the Odisha High Court has ordered the Odisha government to formulate a plan to decongest these jails. The high court said there is a serious threat to the health and safety of these prisoners amid the Covid-19 outbreak.

Along with making it clear that there is a need for immediate attention in this matter, the High Court has directed the State Government to file in the court all the facts regarding the plan to be decided before the next hearing of the matter.

During the hearing of this related filed in the High Court on Wednesday, the Amicus Curiae showed in the court that following the directions of the Supreme Court, the facts or information of the prisoners living in all the jails of the state have been uploaded in the website of the DG Jail. It has come to the knowledge that more than the prescribed number of prisoners are staying in total of six jails of the state.

It includes Phulwani District Jail, Bhadrak Special Jail, Jajpur, Nayagad, Parla Khemundi and Malkangiri Sub Jail. The worst situation is in Bhadrak Jail. This jail can accommodate 166 inmates whereas at present 430 inmates are locked up here. This negligence and ill-management inside the jails pose a threat to the health security of the jail staff as well as the prisoners. The High Court clarified this point after the hearing.
