Explain steps taken to check drug menace among youngsters: HC

Nainital: Uttarakhand high court on Wednesday directed the director narcotics control bureau, Dehradun, and additional secretary of home department to explain what steps have been taken to check drug menace in the state, especially by youngsters in the educational institutions.Dushyant Mainali, counsel of the petitioner in the case, told TOI, “The honorable court directed the officials of the state government to explain measures taken to check drug abuse in the state.”The HC also pointed out that only drug peddlers and handlers were being arrested, while action was not being taken against the main kingpins of the drug mafia in the state. The HC also directed the state government to provide the details of the cases lodged against drug offenders in the state so far.Division bench of chief justice KM Joseph and Justice Sharad Kumar Sharma gave these direction while hearing a public interest litigation (PIL) filed by Ramnagar-based social activist Shveta Mashiwal, who had alleged rampant drug abuse across the state in her PIL. She had also highlighted excessive drug peddling and abuse in schools and colleges of the state.In a series of judgments, the high court on Wednesday asked the authorities concerned to complete the tendering process for setting up the solid waste treatment plant within eight weeks and complete its construction within six months of time period. Nainital district administration apprised the HC that state government had issued an order for transfer of 4 hectare of forest land on 30 year lease to the civic authorities in Haldwani for setting up a solid waste treatment plant.The HC in various other directions also order the authorities to remove speed breakers in Nainital and instead use zebra crossings, fill potholes created by parking of vehicles in DSA Ground within 72 hours, procure speed gun for checking over-speeding and remove shops that have come up at Ghora Stand on Kaladungi road.HC also directed the administration to cancel licences of shopkeepers in Tibetan and nearby markets near Naina Devi temple if they try to encroach upon the area again.
