Almora, Chamoli, Pithoragarh and Champawat are the other hill districts that had around 10% migrant population. Dehradun: A recent government report has revealed that 8 % of Uttarakhand’s population consists of migrants from other parts of the country, a figure which has brought back focus on the dwindling number of locals in the state, especially in the hills. The Human Development Report (HDR) 2017-18 says that one in every three households in the state reported that one or more of their family members had migrated.The proportion was even higher in hills where more than 34% of the households reported a migrant from their family. The number was low for plains where only 5.3% families had migrants.The report prepared by the directorate of economics and statistics pointed out that a tenth of the population in the hills was of migrants while the number was a minuscule 1.3% for plains.To prepare the report, around 8, 500 households were surveyed with a sample size of around 25 lakh.The report attributes the reason for high proportion of migration from hills to climate and socio-economic conditions.Incidentally, as per the 2011 census, only 17% population in the nine hill districts in Uttarakhand lives in urban areas compared to 42% in the remaining three plain districts.Rudraprayag district had the highest proportion of migrating populace in both rural and urban areas.
