DEHRADUN: Nearly two years after the Mussoorie Dehradun Development Authority (MDDA) had proposed renovation of the 35-year-old Indira Market into a shopping complex, the four acre piece of land which houses the market has come under scanner of the BJP government. In one of the city’s biggest land deals, the plot was leased at a throwaway price of Rs 47.29 crore to a Delhi-based firm for 90 years by the MDDA during the Congress regime. According to conservative estimate the market price of the 9,929 square metre plot would be over Rs 100 crore. The land was leased to the firm on December 23, 2016 before the imposition of the model code of conduct in the state.Hundreds of shopkeepers have now demanded a probe into the land deal. Calling it a scam, Jitender Narula, a trader, alleged that the deal was carried to benefit the “powerful Congress leaders”. “The deal was signed under the authorised signatory of one Ranjeet Singh, with a driving licence furnished as proof and by paying a 5% stamp duty of Rs 2.65 crore. The firm has not paid the token money till now. The shopkeepers have given a complaint to the state government seeking a probe into the land deal,” he said.State government’s spokesperson and Haridwar MLA, Madan Kaushik, informed that a committee has been formed to look into the matter. “The selection of shopkeepers to be benefitted under the redevelopment project and a probe into the long-term lease will be done by a committee,” said Kaushik.MDDA official Meenakshi Patwal, a joint secretary rank official who was the signing authority in the land deal, said the terms and conditions of the contract were decided by the state government at that time. “I was only a signing authority and all the terms and conditions were decided by the competent authority at that time,” said Patwal.MDDA had proposed to develop Indira Market into a metro city’s street market under the smart city project which will be well equipped with public utilities. The area was also proposed to have multiple pedestrian entries and an entry point for two-wheelers. Apart from that, it would have a proper parking facility for 1,000 vehicles which will solve woes of those travelling to the nearby Rajpur Road and Paltan Bazaar.
