HC seeks govt reply on Rishikesh 2011-2016 master plan

NAINITAL: Replying to a petition filed by one Haridwar resident, who alleged that the 2011-2016 master plan of Rishikesh was not executed within the time frame, the Uttarakhand high court, on Tuesday, asked the state government to submit a reply within six weeks’ time. The petitioner alleged that because of laxity in duty on the part of officials, the city has suffered from shortage of water supply, inadequate street lighting, sewage issues, lack of parks and play grounds, car parking and improper medical facility, among others.A PIL was filed by Anil Kumar Bisht requesting the court for execution of the master plan of Rishikesh for the 2011-2016 “as per section 8 of the Uttarakhand (the the Uttar Pradesh (Uttarakhand) Urban Planning and Development Act 1973) & conclude it within the time frame.”“For the past seven years, the master plan of Rishikesh has worked only on paper. Officials have not paid heed about their respective jobs,” said Pankaj Miglani, counsel for the petitioner.The petitioner alleged that the master plan was not executed by the state government officials “for as long as seven years for their own personal benefits” and “they have abstained from duties and responsibilities bestowed upon them by the state”.In his petition, Bisht also said that good governance is the duty of the state and it encompasses aspects such as respect for human rights, the rule of law, political pluralism, transparent and accountable processes and institutions, an efficient and effective public sector, legitimacy, access to knowledge, information and education, among others.
