NEW DELHI: Chief minister Arvind Kejriwal on Saturday blamed the Narendra Modi government for creating anarchy in Delhi.“Is it possible for officers to so brazenly defy govt’s written orders unless they r being propped by Centre? Modi govt creating anarchy (sic),” Kejriwal tweeted. Though the refusal amounted to “insubordination”, sources said the ministers could not act against the officers as they did not have “control over transfers and postings”.A source said by “illegally” controlling the services department, the central government was pressuring officers and threatening them with disciplinary action. Under the scheme, packets of ration are to be delivered directly at the houses of the poor, ruling out the need to travel to PDS shops and stand in long queues.Sources in the chief minister’s office said instances of senior bureaucrats blatantly refusing to comply with the elected government’s directives, especially on “pro-poor and innovative schemes”, are on the rise. He was reacting to a TOI story on how food and civil supplies department officers had yet again rejected the Delhi cabinet’s proposal to start doorstep delivery of ration arguing that the scheme needed central nod.Kejriwal’s remarks came days after deputy chief minister Manish Sisodia had alleged that the bureaucrats were defying the Delhi government’s orders.After the July 4 verdict of the Supreme Court on the powers of the Delhi government, Kejriwal had overruled all objections to the scheme and directed the food department to implement it immediately.
