Ex-law minister charged for cheating bar council

He has been charged for conspiracy and forgery.Tomar, an MLA from Trinagar, was arrested on June 9, 2015 following a probe by Delhi Police on a complaint of Bar Council of Delhi that he had obtained a fake law degree. “Therefore, he had prima facie committed an offence of cheating and a criminal conspiracy to cheat Bar Council of Delhi and to make forged documents,” the court held.The police didn’t find Tomar’s name in the college records. Seven people, however, were discharged by the court.The others charged include Bare Narayan Singh, an official of Tilka Manji Bhagalpur University, Bhagalpur, who issued Tomar a “forged” LLB certificate. In this manner, he has cheated Bar Council of Delhi as the bar council would not have registered him as an advocate had he not used the forged documents for registration”, said additional chief metropolitan magistrate Samar Vishal.It observed Tomar also seemed to be in a criminal conspiracy with others for the forged documents.

In this manner, he has cheated Bar Council of Delhi as the bar council would not have registered him as an advocate had he not used the forged documents for registration”, said additional chief metropolitan magistrate Samar Vishal.It observed Tomar also seemed to be in a criminal conspiracy with others for the forged documents. “Therefore, he had prima facie committed an offence of cheating and a criminal conspiracy to cheat Bar Council of Delhi and to make forged documents,” the court held.The police didn’t find Tomar’s name in the college records. “Moreover, the roll numbers mentioned in the certificates of Jitender Tomar were also not found in their record. Hence, as per this report, the marksheets and degree of BSc were found to be forged,” it was pointed out.This, prima facie, established that Tomar by “means of false representation” and “forged marksheets and degree” also claimed to be a graduate in BSc, the court said. And, in turn, on the basis of the forged provisional LLB certificate, Tomar claimed to be a law graduate.The police’s chargesheet stated that Tomar was “desperate to get a graduation/postgraduation (LLB) degree”, and tried all means. “He took admission at Shivaji College/Rajdhani College, DU, in different streams but could not succeed, so he opted for illegal means.”Judge Vishal noted that considering the statements before him, it can’t be said that “the allegations are groundless”. Seven people, however, were discharged by the court.The others charged include Bare Narayan Singh, an official of Tilka Manji Bhagalpur University, Bhagalpur, who issued Tomar a “forged” LLB certificate.
