NEW DELHI: The Supreme Court asked Delhi's Lieutenant Governor (LG) on Friday to constitute a committee comprising experts and members of civil society to frame a comprehensive plan to deal with garbage disposal in the capital and for putting in place a mechanism for solid waste management.Holding piled-up garbage on streets and overflowing landfill sites as very serious problems, a bench of Justices Madan B Lokur, S Abdul Nazeer and Deepak Gupta emphasised the need to take a holistic approach to address the problem and formulate a plan which could also be followed by other cities.Additional solicitor general Pinky Anand, appearing for Anil Baijal , agreed with the court's proposal and told the bench that she would discuss the issue with him and brief the court about the composition of the committee.Senior advocate Colin Gonsalves, assisting the court as amicus curiae, expressed reservation against the proposal, saying he did not have confidence in the LG, "who had not taken steps to deal with the problem".
