2041 master plan: DDA team to visit Tokyo and Singapore for tips

NEW DELHI: Master Plan for Delhi 2041 is going to incorporate best practices from cities around the world — from London’s transport system to Singapore’s urban redevelopment to Tokyo’s transit-oriented development.“We are open to ideas from around the world for the 2041 master plan, which is going to be a one-of-a-kind plan. As different modes of transport are integrated and cross-subsidised in London, commuters get a reliable and robust public transport system,” the official said. “But while London has an umbrella body, Transport for London, we face multiplicity of authority. The delegation will also have representatives from National Institute of Urban Affairs (NIUA), an autonomous research and advisory body under the Union housing and urban affairs ministry that is helping DDA frame the master plan.After Tokyo, the delegation will visit Singapore. The challenge is to customise global ideas for Delhi.”A team of DDA officials, led by vice-chairman Tarun Kapoor, is leaving for Tokyo on Saturday to understand the city’s transit-oriented development.

We also intend to bring experts from abroad, too,” said a senior official of Delhi Development Authority (DDA).“London, for instance, has an excellent transport network that we can replicate. As different modes of transport are integrated and cross-subsidised in London, commuters get a reliable and robust public transport system,” the official said. “But while London has an umbrella body, Transport for London, we face multiplicity of authority. The challenge is to customise global ideas for Delhi.”A team of DDA officials, led by vice-chairman Tarun Kapoor, is leaving for Tokyo on Saturday to understand the city’s transit-oriented development. The delegation will also have representatives from National Institute of Urban Affairs (NIUA), an autonomous research and advisory body under the Union housing and urban affairs ministry that is helping DDA frame the master plan.After Tokyo, the delegation will visit Singapore. “Redevelopment of housing areas in Singapore for affordable housing is one of the most innovative programmes in the world,” said an official working on the master plan.“When it comes to planning and other aspects of municipal finances, we have the examples of the US, Germany and France,” the official said, adding that Delhi can also learn from India’s neighbours. “The water supply system in Dhaka is globally one of the best and Sri Lanka has effective solid waste management.”The official clarified that DDA won’t “reinvent the wheel but customising these practices for India is a challenge”. “The key difference between us and the international setting is the powers and the ability to implement programmes. Leadership roles are not clearly defined here and there is a lack of clarity,” he said.Multiplicity of authorities is often a stumbling block in Delhi but the problem is present in the US as well, the official added. “However, they have found a mechanism with the mayor’s office coordinating among different authorities.”
