Historic Sports University Bill passed in Delhi Assembly

NEW DELHI: Delhi Legislative Assembly on Monday passed 'Delhi Sports University Bill-2019 in last session of the AAP-led-government. Terming it historic, Delhi Chief Minister Arvind Kejriwal said that the University will enable India's sportspersona to win Olympic medals and uphold 'the pride of our great nation'. While presenting the Bill, Manish Sisodia, Delhi's Deputy Chief Minister and Education Minister said, "This bill is the outcome of a big dream of the Delhi government and the people of Delhi. The campus of the Sports University will be set up in Mundka in West Delhi. "The Chancellor of the Delhi Sports University will be the Liuetenant- Governor of Delhi and the President of India shall be the Visitor of the Delhi Sports University.

Terming it historic, Delhi Chief Minister Arvind Kejriwal said that the University will enable Indias sportspersona to win Olympic medals and uphold the pride of our great nation. While presenting the Bill, Manish Sisodia, Delhis Deputy Chief Minister and Education Minister said, "This bill is the outcome of a big dream of the Delhi government and the people of Delhi. The proposed university will be instrumental to materialize the dreams of 130 crore Indians in sports". The campus of the Sports University will be set up in Mundka in West Delhi. Participating in the discussion on the Bill, Chief Minister Arvind Kejriwal said while India bagged 28 medals in Olympics in the last 70 years, China got 70 medals in the last Olympics. "India won only 28 medals i.e. 9 Gold, 7 Silver and 12 Bronze medals, whereas in 2016 Rio Olympics alone China won 70 medals. Even smaller countries used to win more medals than us," the CM said. "In 2016, Kenya and Jamaica won 13 and 11 medals respectively, but we won only two medals. It is very difficult to accept. As a nation, are we below any other nation? Are our people, sportspersons and the youth below to people anywhere in the world? Definitely it is not. Our nation is fortunate to have better peopl," Kejriwal said. He also said that smaller counties have bagged more medals than India. "Where are we lacking? Our sportsperson are talented and hardworking. The issue is in our government system. We dont support our players, while other countries are giving full support to their players," he said, adding that "this is not just a bill, but a dream of all those who wish to bring medals to the country". "In my lifetime, I am sure India will bag more medals than China." He said the university should be kept away from ministers and officials. "This should be run by professionals. This university should ensure the decision making is fast," Kejriwal said. He said this university will be a religious place for sportspersons from across the country. "When we will win more medals than China in Olympics, this date will be remembered in history." The House passed the bill unopposed. In October, Kejriwal announced his government would establish the Delhi Sports University that will offer degrees to sportspersons par with degrees in other courses at graduate, post graduate and doctoral level. "The Chancellor of the Delhi Sports University will be the Liuetenant- Governor of Delhi and the President of India shall be the Visitor of the Delhi Sports University. The Vice- Chancellor who should be a sports person of inter-national eminence with administrative experience in a national level institution is to be appointed for a period of five years and he/she would be selected by a Search cum Selection Committee of three members. Composition, powers and a manner of functioning of the authorities of the Delhi Sports University, namely, the Court, the Board of Management, Academic Council and Finance Committee are included in the legislation," stated in the Bill Copy.
