Can’t blame unauthorised colonies for waste: HC

New Delhi: Holding the mirror to city's civic agencies, the Delhi high court on Tuesday slammed them for "lavishly" regularising unauthorised colonies and then blaming residents for dumping garbage While taking stock of progress in timely removal of garbage, a bench of acting Chief Justice Gita Mittal and Justice C Hari Shankar refused to accept the excuse from the corporations that it is over stretched due to population congestion and haphazard dumping of garbage by illegal colonies "Why should citizens of Delhi suffer and continue to face the threat of dengue/chikungunya because you are not able to clear garbage in unauthorised colonies? "The court also referred to the ongoing strike by safai karmcharis and suggested installing biometric attendance system and use of instant messaging application like WhatsApp to ensure the presence of safai karamcharis for cleanliness in the area they are entrusted with.HC expressed concern over failure of the agencies including Delhi government to streamline solid waste disposal and hinted it may rope in outside experts such as environmentalist Sunita Narain and also take help from the Delhi Legal Service which plans to start a programme of awareness for citizens about the cleanliness and solid waste management.It also asked the Delhi government to inform it if it gets any funds under the Swachh Bharat program from the Centre and said it will pass directions on Wednesday.
