Haryana government turning blind eye to panchayat pressure: Junaid’s father

The counsel had claimed that his information was based on information provided by a DSP-rank officer.Jalaluddin stated in the affidavit that the allegations were false. He had approached the court seeking an independent inquiry into his son's murder. He was returning home to his village after celebrating Eid with his friends in Delhi. On the previous date of hearing, the Haryana government counsel had claimed that Jalaluddin had approached the court with the objective of striking a compromise if he was given Rs 2 crore and 3 acres of land.

CHANDIGARH: Panchayats are being openly held in Khandwali village with the aim of pressurising Jalalduddin Khan , father of 16-year-old Junaid who was killed on a train in June, into withdrawing his case and the Haryana government has turned a blind eye to the tactic.This serious allegation has been made by Jalaluddin in his affidavit filed before the Punjab and Haryana high court. He had approached the court seeking an independent inquiry into his son's murder. He has also claimed that the panchayats were held in the local government school which came under the state.Junaid was stabbed to death in a Mathura-bound train by some passengers after a squabble over seats. He was returning home to his village after celebrating Eid with his friends in Delhi."In the recent past, a number of panchayats have been organised openly in my village, which are illegal and the direct objective of the same was to interfere in the administration of justice. The government is knowingly shutting its eyes in this matter and consequently the oppressors are getting encouragement," Jalaluddin has submitted.The affidavit has been filed in the wake of recent claims of the counsel of the Haryana government that Jalaluddin had been bargaining for a compromise. On the previous date of hearing, the Haryana government counsel had claimed that Jalaluddin had approached the court with the objective of striking a compromise if he was given Rs 2 crore and 3 acres of land. The counsel had claimed that his information was based on information provided by a DSP-rank officer.Jalaluddin stated in the affidavit that the allegations were false. "These allegations have resulted in gross defamation of the petitioner. However, it is significant that the above allegations furnish clear proof of the mala fide on the part of the government of Haryana," he has stated in his affidavit.In a detailed reply, Mohinder Singh , DSP (Railways), Faridabad, told the high court that the case has been investigated by a state agency in a fair and impartial manner on the basis of which the court has also framed charges against the accused. He also claimed that the petition filed by Jalaluddin was abuse of the process of law as it had been filed when the investigation was completed.
