GHAZIABAD: Prime Minister Narendra Modi’s ambitious affordable housing scheme seems to be a far-fetched dream, at least in Ghaziabad.Till March this year, Ghaziabad Development Authority ( GDA ) has to get detailed project reports ( DPR ) for 13,000 affordable housing units under Pradhan Mantri Awas Yojana (PMAY) approved, but so far, not even 3,000 DPRs have been cleared. This is despite the state government being keen on showcasing the scheme as one of BJP’s major achievements in the run-up to the general elections.The target set for GDA is 13,500 affordable houses for 2018-19, 18,000 for the next financial year, and 4,500 in 2020-21, which add up to 36,000 units. “But as of now, we have still not cleared DPRs for even 3,000 units,” a GDA official told TOI.“If we have to meet the target for this financial year, we will have to start working in this direction with renewed interest and shortly a meeting will be convened to take stock of the situation,” he added.The places where GDA is planning to construct affordable dwelling units under PMAY are Koyal Enclave, where 1,800 units will come up. In Pratap Vihar, the target is 1,910 units; 1,441 in Masuri; 528 in Newari; 532 in Dasna; and 856 in Madhuban Bapudham. Barring Madhuban Bapudham, construction work under PMAY is yet to take off in Ghaziabad, said the official. The private developers have been offered some incentives for constructing units under PMAY, which include 50% rebate on development fee and no-land use charge, but then they will have to complete the work within 24 months or else they will not be entitled for the same.However, builders’ body Credai said the government “is to be blamed for the delay”. “Under PMAY, builders were initially offered very little incentives, which explains reluctance on their part to take up construction of affordable housing units. But now when the rules have been relaxed, these builders are coming up with their plans under the scheme,” said said Manoj Gaur, national vice-president of Credai “Last week, GDA has cleared DPRs of private builders under the said scheme. There are six builders in line, of which DPRs of one builder with 936 units have been approved.,” added Gaur.Per unit cost of units under PMAY is Rs 4.5 lakh, of which the Cemtre will contribute Rs 1.5 lakh, UP government Rs 1 lakh and the remaining will have to be borne by the beneficiary.
