Huda under its purview, allottees can go to Rera and file complaints

GURUGRAM: The newly constituted Haryana Real Estate Regulatory Authority (H-Rera) has declared that along with investors who have bought homes from private developers, aggrieved allottees of the government developer Huda can also approach it with their complaints. Along with this, Huda will need to register all incomplete sectors and new sectors it is about to launch with H-Rera This may spell trouble for Huda, as people who have been waiting for Huda to deliver plots they have booked for several years, will start approaching H-Rera for relief. There are 180 people in Gurugram who had bought plots from Huda and made full payment for these, but haven’t been allotted plots for years and in some cases decades.The reasons Huda failed to give possession are the usual — litigation, encroachment and variation in size. As per policy, all these people should have been given alternative plots, but in many cases, Huda has failed to do even that.B R Puri had bought a 500 sq yd plot in Sector 21 in 1985 in the name of his son Amit Puri, who was 13 years old at the time. Thirty three years later, Amit, now 46, is still waiting for Huda to allot the plot. “If H-Rera can get me my plot, it will be welcome,” said Amit. “With H-Rera supervision, Huda could be expected to become more accountable to allottees, and deliver what they promise,” said Amit, adding he hopes H-Rera will live up to buyers and allottees’ expectations.Tarun Verma, another aggrieved Huda allottee, also expressed hope H-Rera intervention could resolve his case. Verma had bought a plot in Sector 23A in an e-auction on May 2017. After he paid up, Huda gave him the possession certificate, water connection permit and conveyance deed, and approved the building plan. Verma took a bank loan and was about to start building his house when he was told the land didn’t belong to Huda in the first place. “We’d bought the plot from Huda as it’s a government agency, which is supposed to do things properly,” said Verma, adding that in a similar case, the government would have booked a private developer for cheating, but took no action against Huda.The authority’s Gurgaon chairman KK Khandelwal said anything related to real estate will now come under H-Rera purview. He added even Huda will have to register with Hrera a new sector, which will be treated as a new project. He emphasised any allottee who feels aggrieved by Huda can file a complaint with H-Rera. “If we find any wrongdoing, action will be taken as per the Act, irrespective of whether the agency is a private developer or Huda,” said Khandelwal.The Huda chief administrator had asked all its zonal offices to share details of sectors launched within the past five years, and plans of new sectors that will need H-Rera registration when launched. Administrator Chander Shekhar Khare said if required, they will register sectors. “We’re a government body and we’ll comply with Acts and rules of the government,” said Khare.
