Haryana may return unutilised land to owners, says Manohar Lal Khattar

CHANDIGARH: Haryana is facing a slew of litigations linked to land acquisition by the state so much so that the Supreme Court had ordered the CBI in March this year to unravel the scams and take action against people who had illegally enriched themselves. The top court had been hearing the Manesar land scam case at the time.The Haryana government, chief minister Manohar Lal Khattar said on Tuesday, plans to return unutilised land to original owners, especially in cases where the land owners are involved in litigation with the state government over compensation for the acquired land.The agencies involved in the acquisition have been told to identify chunks of land yet to be utilised due to dispute over compensation and these would be processed for return to the owners, Khattar said, adding: “This will also reduce litigation and will streamline our system as well. Long-pending litigation has an adverse impact on economics of projects too.”The Supreme Court had given the Punjab and Haryana high court two months in March this year to make the Justice Dhingra Commission report public, but the report has not been made public as yet.

The commission had set up in May 2015 by the Khattar government to investigate controversial land deals in Gurugram and it submitted its report on August 31, 2016.Haryana government has till now acquired several thousand acres of land through the land acquisition collectors, who initiate proceedings on behalf of agencies such as the state industries department, Haryana Sheheri Vikas Pradhikaran, and Haryana State Industrial and Infrastructure Development Corporation.Haryana had on May 15 launched a two-month scheme offering one-time settlement for recovery of additional cost from HSVP plot owners on account of enhancement. It had announced a 40% rebate to the allottees who would deposit 60% of the enhanced compensation at one go.During an investigation into the reasons for huge arrears, especially due to delayed release of compensation to farmers, Khattar said certain serious lapses had been identified. “As a result, we started streamlining the system and announced the scheme of rebate of 40% for the (plot) allottees and asked the agencies to identify where land is under litigation and is unutilised,” said Khattar.He claimed the HSVP had realised Rs 832 crore deposited by 60,957 persons in different cities of the state till Monday, the last day of amnesty. A total of Rs 3,200 crore is outstanding against the HSVP allottees alone. Following the request of the allottees, the Haryana government has also decided to recalculate funds to be recovered from the rest of the allottees.
