Gurugram’s power demand rising fast but land hurdle delays all 18 new substations

  • | Friday | 20th July, 2018

The plan is to build the 18 substations in phases, with construction of 5 having already commenced. But with the city expanding, we need to be prepared for rising demand, especially from sectors 58-115,” said Anil Kumar Yadav, superintendent engineer, HVPNL. All the identified plots, to be developed and provided by Huda and DTCP, suffer from issues like encroachment, existing green belt , land not developed, etc.Currently, Gurugram requires 1,500-1,650 MVA of power. So far, the discom claims to have managed to fulfil this requirement, but residents complain infrastructure woes have led to widespread disruption of power supply this summer. GURUGRAM: The construction of all 18 substations, planned by discom HPVNL and part of the 2031 Gurugram Action Plan to support the city’s ever increasing power needs, has been delayed by at least three years due to land acquisition issues.

GURUGRAM: The construction of all 18 substations, planned by discom HPVNL and part of the 2031 Gurugram Action Plan to support the city’s ever increasing power needs, has been delayed by at least three years due to land acquisition issues. But with new sectors being developed, and demand expected to rise rapidly in the coming years, 18 grid substations were proposed in sectors 3, 15 (II), 29, 37C, 37D, 39, 40, 30-32, 45, 48, 57, 72, 77, 85, 95, DLF 1-3 and MG Road.“We have sufficient infrastructure to meet current demand. But with the city expanding, we need to be prepared for rising demand, especially from sectors 58-115,” said Anil Kumar Yadav, superintendent engineer, HVPNL. The plan is to build the 18 substations in phases, with construction of 5 having already commenced. However, the project has already been delayed as land is yet to be acquired in most locations. The physical possession of land for the 220kV substation in Sector 77 has been given, but a 158 sqm patch remains to be acquired.Work began here, but its completion is held back as this small portion of land is unavailable. The authority is now planning to buy the land based on their acquisition policy, or alternately provide a plot in exchange to the owners. For the 220kv substation in Sector 95 possession of land was given by Huda in 2013, but there is no approach road for the substation, and the owner of the adjacent plot is not allowing trucks to enter from Pataudi road.Huda is now trying to procure the 60m x 10m strip required to build the connecting road, while DTCP is pursuing the neighbouring developer to provide an alternative approach while that happens. In Sector 45, possession for a 66kV substation has been given on paper, but the land has been encroached, due to which Huda is yet to give physical possession. The situation is much the same in Sector 57, where two acres of the land marked for a 66kV substation has been encroached. Huda will have to clear this and hand over the plot to HVPNL.In Sector 72, land for the proposed substation can only be given after DTCP has marked it in its sector plan.In case of Sector 29, it was decided that due to land constraint, DHBVN will explore the possibility of a smaller 33kV substation. For 66kV substations in sectors 39, 40, 30, 31, 32, DLF 1, 2 and 3, the plots that have been proposed fall in green belts. The situation is similar elsewhere as well.
