Only a sixth of MCG projects announced by Haryana chief minister Manohar Lal Khattar completed

GURUGRAM: Chief minister Manohar Lal Khattar has a penchant for announcing projects, or policy decisions, each time he visits the city. The project proposal saw multiple changes, after which it was even presented to the chief minister. Detailed project reports (DPRs) of projects such as a multi-level car park and the sports stadium are ready. Similarly, the policy for regularisation of gues houses and PGs has been in the pipeline for years, without any movement. However, this can’t be enforced unless the government offers alternative land to dairy owners,” said an official.

GURUGRAM: Chief minister Manohar Lal Khattar has a penchant for announcing projects, or policy decisions, each time he visits the city. But with assembly elections less than a year away, stock-taking reveals many of these announcements have remained on paper.According to official data accessed by TOI, of the 36 projects Khattar announced for just MCG, only six have been completed, while another six are in progress. The rest are either pending or not feasible. Data for other departments is yet to be made available.Some of the important projects covered in this list include a cultural centre in Sector 53, regularisation of paying guest (PG) accommodation and guest houses, relocating meat shops to the meat market, a modern slaughterhouse, and a sports stadium in Sector 52.According to sources, while some of the projects are stuck in their initial stages, others are awaiting the nod from the chief minister’s office (CMO). Detailed project reports (DPRs) of projects such as a multi-level car park and the sports stadium are ready. “While DPR for the sports stadium is in its final stages and is in Chandigarh for final approval, the car park project is ready to start on the ground as it doesn’t need approval from the state government,” said an MCG official.However, several other projects have been hanging fire for years, the cultural centre for example. Similarly, the policy for regularisation of gues houses and PGs has been in the pipeline for years, without any movement. A DTCP proposal on the issue is being amended, said officials, while MCG keeps sending notices to these accommodations periodically.Another project that has been in the pipeline for years is relocation of dairies out of city municipal limits. “As per Haryana Municipal Corporation Act, one can’t have a dairy within municipal limits. However, this can’t be enforced unless the government offers alternative land to dairy owners,” said an official. As per sources, the corporation has failed to find any land as yet, as none of the panchayats want to give their land for building dairies, as they feel they will create a sanitation hazard in the villages.The proposal for a modern slaughterhouse was canned by MCG recently, after the CM had announced it several times, again, because of MCG’s inability to find land, despite negotiating with several government agencies. The project has now been replaced with a proposal to empanel private slaughterhouses, which will provide slaughtering facilities to the city’s meat retailers.“We’ve identified three private slaughterhouses in Mewat and Sonipat, who are ready to join us. The proposal has been passed by the House, and it doesn’t need Chandigarh’s approval, as MCG is not spending a single rupee on it,” said a senior MCG official.The list of pending proposals also includes a new property tax policy, which has been in the works for a couple of years, but is stuck with the state government in Chandigarh. A couple of projects — medical college and indoor city stadium — have also been transferred to GMDA.Sources said while some projects get delayed due to land availability and feasibility issues, others get stuck in the approval process, as it sometimes takes over a year for the approval to arrive from Chandigarh.
