Ten years later, he has paid the full amount to the builder, but his dream home is far from ready.More than 300 homebuyers of the project have alleged that the builder, MVL Limited, stopped all construction work at the project site over four years ago, despite having collected the full payment from most buyers.The date of completion of the project, which was launched by MVL in 2009 with the promise of possession by 2012, was revised to 2014 and then 2015. But till now, investors said, construction has not been completed.“We paid around 95% of the cost by 2013 under a construction-linked plan, yet we are still waiting for our flats, long after the promised date of possession passed,” a buyer said. At present, the project is around 75% complete.Prashant Kumar, another buyer, said the government has come up with new institutions and laws which can be used to safeguard interest of homebuyers, but nothing has been effective against the developer so far. “Police, courts, National Consumer Disputes Redressal Commission, Rera and SEBI — all these instit-utions have been ineffectual against this builder, as the cases just drag on without any resolution. We don’t know what happened to our hard-earned money,” Kumar said.“I booked a flat in the project in March 2013. But today, my flat is at the same stage as it was at the time of booking,” lamented Gurmeet Bhatia, a homebuyer.According to buyers, when the developer started selling the project in 2009, it stated that the towers would have a total of 21 floors. Later, after it didn’t get permission from the authorities, MVL scaled it down to 12 floors in 2011, and the number of units came down from 690 to around 400.Around seven months ago, an FIR was filed against the developer under sections 120B (criminal conspiracy), 406 (criminal breach of trust) and 420 (cheating) of the IPC on the recommendations of the economic offences wing (EOW) of Delhi Police. The EOW had conducted an inquiry after receiving a complaint from one of the homebuyers of the project. It had also investigated complaints with similar allegations from 39 more buyers. However, no police action has been taken against MVL, buyers said.The developer did not respond to queries by TOI about the status of the project.
