Farmer's death: Haryana power department MD to get show cause notice

He held Public Health Engineering responsible for draining out the stagnated water. The electrical transformer was kept close to the wall without any fencing or barbed wire.HHRC taking suo motu notice of the news reports published in local dailies about the farmer’s death had also issued notice to executive officer of municipal council , civil surgeon and deputy commissioner Rewari on this matter. The matter is listed for July 11. Executive Engineer of Public Health Engineering department explained that the department had installed pumping station to drain out stagnated water within couple of hours of accumulation.Civil surgeon in his report said that farmer was admitted in the emergency ward but he did not survive.

REWARI: Haryana Human Rights Commission has given order to send a show cause notice to the managing director of Dakshin Haryana Bijli Vitran Nigam ( DHBVN ) for failing to take necessary safety measures which resulted in death of a farmer on July 23 last year in Rewari district Farmer Banke Bihari , resident of Gangayacha village of Rewari district who had come to civil hospital for treatment , scaled the wall of the hospital, as the main entrance was waterlogged, when he lost his balance and fell down touching the electrical transformer and died of electrocution. The electrical transformer was kept close to the wall without any fencing or barbed wire.HHRC taking suo motu notice of the news reports published in local dailies about the farmer’s death had also issued notice to executive officer of municipal council , civil surgeon and deputy commissioner Rewari on this matter. Executive officer of MC in his response clarified that no water stagnates on east gate of the hospital which was convenient to be used during rains, while southern gate being on lower side than the road accumulated water. He held Public Health Engineering responsible for draining out the stagnated water. Executive Engineer of Public Health Engineering department explained that the department had installed pumping station to drain out stagnated water within couple of hours of accumulation.Civil surgeon in his report said that farmer was admitted in the emergency ward but he did not survive. Xen of the DHBVN department blamed the deceased for the negligence which led to his accidental death while sub-divisional magistrate held DHBVN negligent in keeping transformer without any fencing which proved fatal for the farmer .The bench of Justice SK Mittal and member Deep Bhatia said that the electric current was also running through the wall so the accident took place due to negligence and failure of the DHBVN authority in discharging their duties. In these circumstances, a show cause notice be issued to the MD of DHBVN, as to why recommendations not be made to the government to grant a suitable compensation to the dependents of Banke Bihari.
